Agriculture in India: Significance and General Character
Agriculture remains the foundation of India's economy and society despite the country's rapid industrial and services growth. It contributes approximately 17 to 18 percent of India's Gross Domestic Product at present, down from over 50 percent at independence, but still employs close to 45 to 50 percent of the total workforce, making it the single largest source of livelihood. Agriculture in India feeds a population of over 1.4 billion and provides raw material to a wide range of agro-based industries. The country is the world's largest producer of milk, pulses, and spices, the second-largest producer of rice, wheat, sugarcane, groundnut, vegetables, and fruit, and a major producer and exporter of cotton, tea, and coffee. India's agricultural output, however, is characterised by extremely low average productivity compared to global standards because of fragmented landholdings, inadequate irrigation coverage, overdependence on monsoon rainfall, limited mechanisation among small farmers, poor post-harvest infrastructure, and distortions in the marketing chain.
Physical Basis of Indian Agriculture
The diversity of Indian agriculture is rooted in the extraordinary physical diversity of the subcontinent. The alluvial plains of the Indo-Gangetic system, covering parts of Punjab, Haryana, Uttar Pradesh, Bihar, and West Bengal, are among the most intensively cultivated and productive agricultural regions in the world, benefiting from deep fertile soils, a network of perennial rivers, extensive canal irrigation, and a relatively assured rainfall during the monsoon season. The black cotton soils or regur of the Deccan plateau in Maharashtra, Madhya Pradesh, Gujarat, Karnataka, and Andhra Pradesh are self-ploughing, moisture-retentive, and naturally rich in calcium, magnesium, and lime, making them ideal for cotton cultivation despite their tendency to shrink and crack during the dry season. The red and laterite soils of the Deccan plateau margins, Eastern Ghats, and parts of peninsular India are less fertile and require heavy application of fertilisers but support coarse grains, groundnut, and pulses. The mountain soils of the Himalayan foothills and the northeastern hill slopes support tea, coffee, rubber, and a wide range of horticultural crops. The coastal alluvial plains of Kerala and coastal Karnataka support rice, coconut, areca nut, and a rich variety of spices. The arid and semi-arid soils of Rajasthan and Gujarat support drought-resistant crops including bajra, jowar, and moth beans.
Rainfall is the most critical climatic determinant of Indian agriculture. The southwest monsoon, delivering approximately 75 to 80 percent of total annual rainfall between June and September, governs the timing and geography of the kharif crop season. Regions receiving above 1,500 millimetres support rice as the dominant crop. Regions receiving 750 to 1,500 millimetres support wheat, rice, sugarcane, and cotton depending on the season and soil. Regions receiving 375 to 750 millimetres support millets, groundnut, and cotton. Regions receiving below 375 millimetres support drought-hardy crops such as bajra, ragi, and jowar only where some irrigation is available, or remain predominantly pastoral. Temperature determines the altitudinal zonation of crops, with temperate fruits and vegetables grown above 1,500 metres, subtropical crops between 600 and 1,500 metres, and tropical crops at lower elevations. The length of the growing season, the occurrence of frost, and the incidence of cyclones and hailstorms further differentiate regional crop choices.
Cropping Seasons
Indian agriculture is organised around three cropping seasons. The kharif or autumn crop is sown at the beginning of the southwest monsoon between May and July and harvested between September and November. Kharif crops require warm temperatures and abundant moisture and include rice, jowar, bajra, maize, cotton, groundnut, soyabean, sugarcane, jute, and hemp. The rabi or spring crop is sown between October and December after the retreat of the monsoon and harvested between March and April. Rabi crops require cool temperatures during the growing period and are supported by residual soil moisture, winter rainfall from western disturbances, and irrigation. Major rabi crops are wheat, barley, gram or chickpea, mustard, linseed, and peas. The zaid or summer season falls between the end of the rabi harvest and the onset of the next kharif season, approximately March to June. Zaid crops are grown on irrigated land during the short summer inter-season and include watermelon, muskmelon, cucumber, fodder crops, and some vegetables. Multiple cropping, the practice of growing two or more crops in succession on the same land within a single year, is dependent on assured irrigation and has been expanded significantly through canal networks and groundwater extraction in the Green Revolution states.
Types and Systems of Farming
Subsistence farming is the dominant mode of cultivation across most of India, in which the farmer produces primarily for household consumption with little or no marketable surplus. It is characterised by small operational holdings, limited use of external inputs, mixed cropping to spread risk, and dependence on family labour and traditional implements. Intensive subsistence farming, prevalent in the densely populated alluvial plains of eastern India and the delta regions, is characterised by very high labour inputs per unit area, multiple cropping, and production of food grains especially rice as the dominant crop. Commercial farming is practised in the canal-irrigated areas of Punjab and Haryana, where wheat and rice are grown as market-oriented crops using high-yielding varieties, chemical fertilisers, pesticides, and mechanised harvesting, and in the plantation zones of south India and Assam. Shifting cultivation, locally known as jhum in northeastern India and podu in the Eastern Ghats of Andhra Pradesh and Odisha, involves clearing a plot of forest by cutting and burning the vegetation, cultivating it for two to three years until yields decline as soil fertility is exhausted, and then abandoning it to regenerate while moving to a new plot. Jhum is practised extensively in Nagaland, Mizoram, Meghalaya, Manipur, and Tripura and supports communities growing a polyculture of food grains, vegetables, and root crops without external inputs. It is ecologically sustainable at low population densities with adequate fallow periods but becomes destructive when population pressure shortens the fallow cycle below the minimum needed for forest regeneration.
Plantation agriculture is a large-scale, capital-intensive, export-oriented system introduced by the British in which a single crop is cultivated on extensive estates using organised labour and scientific management. Tea, coffee, rubber, cardamom, and coconut are the major plantation crops. The plantation system created an enduring spatial concentration of production: tea in Assam, West Bengal, Tamil Nadu, and Kerala; coffee in the Baba Budan Hills and Coorg district of Karnataka and the Nilgiris of Tamil Nadu; rubber in Kerala; and cardamom in the Cardamom Hills of Kerala and Tamil Nadu. Mixed farming involves the simultaneous cultivation of crops and raising of livestock on the same farm, allowing manure from animals to fertilise crops and crop residues and byproducts to feed animals, reducing external input dependence and diversifying farm income. It is common in the transition zones between the intensively cultivated plains and the drier interior. Dry farming is the practice of cultivating crops in areas receiving less than 750 millimetres of annual rainfall without supplemental irrigation, relying on soil moisture conservation through deep ploughing, mulching, and the selection of drought-resistant crop varieties with short growing seasons that can complete their lifecycle before the soil moisture is depleted.
Major Food Crops
Rice is India's most important food crop by area and output. It is a tropical crop requiring high temperatures of 20 to 35 degrees Celsius, abundant rainfall above 1,000 millimetres or irrigation equivalents, and fertile alluvial or clayey soils with impeded drainage. India is the world's second-largest rice producer after China and the largest exporter of rice globally. Major rice-producing states are West Bengal, Uttar Pradesh, Punjab, Andhra Pradesh, Telangana, Odisha, Bihar, Chhattisgarh, Assam, and Tamil Nadu. The adoption of high-yielding varieties under the Green Revolution, combined with expansion of irrigation and increased fertiliser use, transformed rice production from deficit to surplus in the 1970s and 1980s. Paddy is harvested two or even three times a year in the delta regions of Andhra Pradesh and Tamil Nadu, where it is known by different seasonal names corresponding to the three crops grown in a single year.
Wheat is the second most important food crop and the dominant rabi crop of northern and central India. It requires cool temperatures of 10 to 15 degrees Celsius during the growing season, warm and dry conditions during ripening, and moderate rainfall of 75 to 100 centimetres or irrigation. The Green Revolution was most dramatically successful with wheat, as the introduction of semi-dwarf, high-yielding, fertiliser-responsive varieties bred by Norman Borlaug at CIMMYT and adapted for Indian conditions by M.S. Swaminathan and colleagues at the Indian Agricultural Research Institute transformed Punjab, Haryana, and western Uttar Pradesh into the wheat bowl of India. Uttar Pradesh, Punjab, Haryana, Madhya Pradesh, and Rajasthan are the leading wheat-producing states. Punjab and Haryana together supply the bulk of the wheat procured by the Food Corporation of India for the public distribution system.
Jowar, bajra, and ragi are the major coarse cereals or millets, collectively now promoted as nutri-cereals or Shree Anna under government policy. Jowar or sorghum is grown in Maharashtra, Karnataka, Andhra Pradesh, and Madhya Pradesh on medium to black soils in the semi-arid Deccan. Bajra or pearl millet is grown in Rajasthan, Uttar Pradesh, Maharashtra, Gujarat, and Haryana on sandy and loamy soils in arid and semi-arid conditions. Ragi or finger millet is the staple of Karnataka and Andhra Pradesh hill tracts, highly nutritious and drought-resistant. Maize is grown across India as a kharif crop in Bihar, Karnataka, Rajasthan, Madhya Pradesh, and Himachal Pradesh. Millets have experienced relative decline since the Green Revolution but are being actively revived through the International Year of Millets 2023 and the Indian government's promotion of millets for nutritional security, climate resilience, and farmer income.
Pulses, including chickpea, tur or arhar, moong, masoor, and urad, are India's principal source of vegetable protein and a critical component of food security. India is both the largest producer and the largest consumer of pulses in the world. Pulses are nitrogen-fixing legumes that improve soil fertility and are grown across the country as both rabi and kharif crops on marginal and dryland soils where cereals are less suitable. Despite their importance, pulse production has not kept pace with demand, making India a significant importer of pulses, particularly from Australia, Canada, Myanmar, and Tanzania. The gap between domestic production and consumption of pulses is a persistent challenge for food security and protein availability, particularly for the poor.
Major Commercial Crops
Sugarcane is India's most important commercial crop by value and the basis of a major agro-processing industry. India is the world's largest producer of sugarcane and the second-largest producer of sugar. Sugarcane requires a hot, humid climate with temperatures above 21 degrees Celsius, a long frost-free growing season of 12 to 18 months, abundant moisture, and fertile loamy soils. Uttar Pradesh is the largest producer accounting for over 40 percent of national output, followed by Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, and Gujarat. The sugar industry is highly significant in Uttar Pradesh and Maharashtra in terms of employment and rural income.
Cotton is the most important fibre crop and the raw material base for India's largest industry. India is the world's largest producer of cotton by area and the second-largest producer by output. Cotton is a kharif crop requiring hot temperatures of 21 to 30 degrees Celsius, a long frost-free season, moderate rainfall of 50 to 100 centimetres especially during early growth with dry conditions during the boll-opening stage, and well-drained soils. The Deccan plateau's black cotton soil or regur is the natural home of Indian cotton cultivation. Gujarat, Maharashtra, Telangana, Andhra Pradesh, and Karnataka are the major producers. Punjab and Haryana also produce significant amounts of American-variety long-staple cotton using irrigation. Bt cotton, containing genes from the soil bacterium Bacillus thuringiensis that make the plant resistant to bollworm infestation, was approved for commercial cultivation in 2002 and now covers over 90 percent of India's cotton area, dramatically reducing pesticide use and increasing yields.
Jute is the golden fibre of India, a bast fibre crop grown primarily in the humid tropical lowlands of West Bengal, Bihar, Assam, Odisha, and Meghalaya. Jute requires high temperatures, heavy rainfall above 1,500 millimetres, and waterlogged fertile alluvial soils with standing water for part of the growing season. India and Bangladesh together account for the overwhelming majority of global jute production. Jute fibre is used for sacking, hessian, carpet backing, and a range of traditional packaging applications. The jute industry has faced severe competition from synthetic substitutes since the 1970s but is being revived through mandatory use of jute packaging for food grains and sugar under the Jute Packaging Materials Act, and through the development of geotextile applications and biodegradable packaging alternatives.
Oilseeds are a strategically critical crop group for edible oil supply, animal feed, and industrial uses. India grows a wide variety of oilseeds across different agro-climatic zones. Groundnut or peanut is the most important and is grown in Gujarat, Rajasthan, Tamil Nadu, Andhra Pradesh, Karnataka, and Maharashtra on sandy loam and red soils in semi-arid conditions as a kharif crop. Rapeseed and mustard are the dominant rabi oilseeds grown across Rajasthan, Uttar Pradesh, Haryana, Madhya Pradesh, and West Bengal. Soyabean is a kharif crop that has expanded very rapidly in Madhya Pradesh and Maharashtra since the 1970s and is now the second most important oilseed. Sunflower is grown in Karnataka, Andhra Pradesh, Maharashtra, and Haryana. Despite being a major oilseed producer, India is heavily import-dependent for edible oils, particularly palm oil from Indonesia and Malaysia, which alone accounts for over 60 percent of India's edible oil imports, representing a major drain on foreign exchange and a significant food security vulnerability.
Tea is India's most important beverage crop and a major export earner. India is the world's second-largest producer of tea after China. Tea is a subtropical to tropical plantation crop requiring an acidic soil rich in humus, a humid climate with well-distributed rainfall throughout the year, and cool temperatures during the picking season that slow leaf growth and enhance flavour. The Brahmaputra valley of Assam, the Barak valley, Darjeeling in West Bengal, and the Nilgiris and Anaimalai hills of Tamil Nadu and Kerala are the major tea districts. Assam tea has a strong, malty character suited to blending; Darjeeling tea, grown at high altitudes in the Himalayan foothills, is lighter and more aromatic and commands premium prices in international markets. Coffee cultivation in India is concentrated almost entirely in Karnataka, which accounts for over 70 percent of production, followed by Kerala and Tamil Nadu. Arabica from Chikmagalur and Coorg in Karnataka and Robusta from Wayanad in Kerala are the two major varieties. India's coffee is predominantly exported and enjoys high regard in global specialty markets.
Rubber is a plantation crop confined to the humid tropical conditions of Kerala, which accounts for approximately 90 percent of India's rubber production, with smaller contributions from Tamil Nadu, Karnataka, Andhra Pradesh, and the northeastern states. Natural rubber is the raw material for the tyre industry and a wide range of rubber products. India is the world's fifth-largest natural rubber producer. The rubber plant requires high rainfall evenly distributed throughout the year, high temperatures above 25 degrees Celsius, and deep, well-drained laterite soils on sloping terrain.
Irrigation in India
Irrigation is the controlled application of water to agricultural land to supplement deficient or unreliable rainfall. India's net sown area is approximately 141 million hectares of which about 68 to 70 million hectares are under some form of irrigation, representing an irrigation intensity of approximately 48 to 50 percent. The remaining cultivated area depends entirely on monsoon rainfall and is subject to the full risk of its variability. Expanding irrigated area has been a central goal of agricultural policy since independence because irrigation is the single most effective intervention for increasing crop yields, enabling multiple cropping, reducing weather risk, and supporting the adoption of high-yielding varieties that respond to fertiliser inputs only when water is not a limiting factor.
Canal irrigation is the oldest and most extensive form of large-scale irrigation in India. It involves the diversion of river water into a network of main canals, branch canals, distributaries, and field channels that convey water by gravity flow to agricultural fields. Canal irrigation is most developed in the alluvial plains of Punjab, Haryana, Uttar Pradesh, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu, and Odisha. The Indira Gandhi Canal, formerly the Rajasthan Canal, is the longest canal in India, carrying water from the Harike barrage on the Sutlej river in Punjab over 649 kilometres into the Thar Desert of western Rajasthan, transforming formerly arid land into cultivable area and supporting the colonisation of Ganganagar, Bikaner, Jaisalmer, and Barmer districts. Other major canal systems include the Eastern Yamuna Canal, the Upper Ganga Canal, the Sarda Canal, the Gandak Canal, the Kosi Canal, the Mahanadi delta system, the Krishna-Godavari delta systems, the Cauvery delta system, and the Hirakud canal system. Canal irrigation is expensive to construct and maintain, requires flat or gently sloping terrain, and is most efficient in areas with large perennial rivers. Tail-end scarcity and waterlogging near the head of canals are chronic management problems associated with the extensive Indian canal network.
Well and tube-well irrigation is the dominant form of irrigation by area irrigated and is expanding fastest across India. Open wells have historically been the most widespread source of irrigation for small farmers, particularly in the hard-rock Deccan plateau region where groundwater occurs in fractured aquifers at relatively shallow depths. Tube wells drilled to greater depths and equipped with electric or diesel pumps can extract groundwater from deeper aquifers and supply water at higher rates. The Green Revolution era saw explosive growth of tube-well irrigation in Punjab, Haryana, and western Uttar Pradesh, where deep alluvial aquifers recharge relatively rapidly from monsoon rainfall and canal seepage. However, unregulated groundwater extraction has led to severe depletion of aquifer levels across large parts of Punjab, Haryana, Delhi, Rajasthan, Tamil Nadu, and peninsular India. The Central Groundwater Board has classified hundreds of assessment units across India as over-exploited, meaning annual extraction exceeds annual recharge. Punjab, with its intensive rice-wheat double-cropping system, is facing a groundwater crisis that threatens the long-term sustainability of its agricultural system. The Atal Bhujal Yojana launched in 2020 provides financial incentives for community-managed groundwater conservation in the seven most water-stressed states.
Tank irrigation is the traditional form of irrigation across the Deccan plateau region, particularly in Tamil Nadu, Andhra Pradesh, Karnataka, and Odisha. Tanks are small to medium-scale man-made reservoirs created by building earthen embankments across streams and depressions to collect and store monsoon rainfall runoff. Historically, elaborate tank cascade systems linked individual tanks in a chain so that the overflow of an upper tank fed the lower tank. Tamil Nadu alone has over 40,000 tanks of varying sizes. Tank irrigation has declined significantly since independence due to the neglect of maintenance, encroachment of tank beds and catchments, and competition from the expanding tube-well sector. The Jal Shakti Abhiyan and Amrit Sarovar Mission target the restoration of traditional water bodies across India.
Drip and sprinkler irrigation are modern micro-irrigation technologies that apply water directly to the root zone or through low-pressure sprinkler systems, dramatically reducing water use compared to conventional flood irrigation. Drip irrigation delivers water through a network of pipes and emitters at very low pressure directly to the plant base, making it suitable for orchards, vineyards, vegetables, sugarcane, and banana, reducing water use by 30 to 60 percent. Sprinkler irrigation is suitable for a wider range of field crops on undulating terrain. The Pradhan Mantri Krishi Sinchayee Yojana with its Har Khet Ko Pani and More Crop Per Drop components is the flagship programme for expanding irrigation coverage and promoting micro-irrigation efficiency.
The Green Revolution
The Green Revolution refers to the series of agricultural transformations in the late 1960s and 1970s centred on the introduction of high-yielding varieties of wheat and rice developed at international agricultural research centres, combined with the adoption of chemical fertilisers, pesticides, and assured irrigation. Norman Borlaug at CIMMYT in Mexico developed semi-dwarf, disease-resistant, fertiliser-responsive wheat varieties that were adapted for Indian conditions by M.S. Swaminathan and colleagues at the Indian Agricultural Research Institute. Similar high-yielding rice varieties were developed at the International Rice Research Institute in the Philippines. Food grain production approximately doubled between 1965 and 1990, transforming India from a food-deficit nation dependent on American PL-480 food aid in the 1960s to food self-sufficiency and eventually a food exporter.
The Green Revolution was geographically concentrated in Punjab, Haryana, and western Uttar Pradesh for wheat and in coastal Andhra Pradesh and Tamil Nadu for rice, creating significant regional disparities between the Green Revolution heartland and the rain-fed dryland regions of central and eastern India that were bypassed. The ecological consequences include depletion of groundwater aquifers in Punjab and Haryana through intensive paddy cultivation, degradation of soil health through monoculture and excessive chemical inputs, and loss of genetic diversity as traditional varieties were displaced. The Punjab Preservation of Sub-Soil Water Act of 2009 delayed the transplanting of paddy to reduce groundwater pumping during the pre-monsoon months. The Evergreen Revolution concept advocated by M.S. Swaminathan envisions increasing productivity in a manner that enhances rather than degrades the natural resource base, with special focus on the rain-fed dryland regions of eastern and central India bypassed by the first Green Revolution.
Land Reforms and Land Holdings
Land reforms have been central to India's post-independence agricultural policy agenda, reflecting the recognition that the highly inequitable land ownership structure inherited from the colonial period was a fundamental obstacle to agricultural development and social justice. The zamindari abolition acts passed by various state governments in the late 1940s and 1950s abolished the intermediary class of landlords and brought tenants into direct contact with the state as land revenue payers. Tenancy reforms aimed to provide security of tenure, regulate rents, and eventually provide tenants the opportunity to purchase the land they cultivated, with Andhra Pradesh, Maharashtra, Kerala, and West Bengal achieving more success than Bihar and Uttar Pradesh. Land ceiling legislation set maximum limits on land ownership and required redistribution of surplus land to landless labourers, but was the least successful element of the programme, hampered by the political influence of large landowners, widespread benami transfers of land to fictitious family members, and poor implementation by state bureaucracies.
The structure of land holdings in India is characterised by extreme fragmentation. The Agriculture Census reveals that approximately 86 percent of operational land holdings in India are small and marginal, below two hectares in size, but these tiny holdings account for less than half the total operated area. The average size of holdings has been declining with each successive census due to subdivision among heirs. Fragmentation of holdings, in which a farmer's land consists of multiple non-contiguous scattered plots, increases travel time between plots, makes mechanisation and irrigation inefficient, and creates difficulties in field boundary maintenance and water sharing. Consolidation of holdings programmes have been carried out with varying success in Punjab, Haryana, and parts of Uttar Pradesh.
Agricultural Marketing and Price Policy
The system of regulated agricultural markets known as Agricultural Produce Market Committees (APMCs) was established across most states to provide farmers with transparent price discovery, prevent exploitation by private traders and moneylenders, and ensure standard weights and measures. The APMC system succeeded in creating market infrastructure but was also criticised for creating monopoly conditions, imposing high market charges and commission rates, restricting farmers' freedom to sell outside the mandi, and creating barriers to private investment in alternative marketing channels. The Model APMC Act of 2003 recommended reforms including creation of direct purchase arrangements, contract farming provisions, and private market yards, but most states implemented these reforms only partially.
Minimum Support Price (MSP) is the price announced by the Government of India before each crop season at which the government commits to purchase specific agricultural commodities if market prices fall below this level. The MSP is recommended by the Commission for Agricultural Costs and Prices (CACP) and currently covers 23 commodities including major cereals, pulses, oilseeds, and commercial crops. Effective procurement at MSP levels is carried out predominantly for wheat and rice through the Food Corporation of India and state agencies in the north Indian states, making MSP a strong price floor for these crops but largely notional for most other commodities and in most other states where procurement infrastructure is absent. The three farm laws of September 2020 were intended to liberalise agricultural markets but were opposed by farmers in Punjab, Haryana, and elsewhere who feared that market liberalisation would weaken the MSP-based procurement system. The three laws were repealed in November 2021.
The eNAM or National Agriculture Market is an online trading portal that connects existing APMC mandis across India into a unified national market, allowing farmers to discover prices across mandis, receive bids from traders anywhere, and reduce information asymmetry. The Kisan Suvidha mobile application provides farmers with weather forecasts, market prices, availability of agricultural inputs, and crop advisories in vernacular languages. Remote sensing and satellite imagery are used for crop area estimation, yield forecasting, drought monitoring, and flood damage assessment. Precision agriculture technologies including drone-based fertiliser and pesticide spraying, soil moisture sensors, and variable rate application of inputs are at early stages of adoption in India. The Draft Digital Agriculture Mission aims to build digital public infrastructure for agriculture including a farmers' database, unique digital identities for farmers, digitisation of land records, and integration of Kisan Credit Card with digital payment systems.
Food Security and the Public Distribution System
India's food security architecture is centred on the Targeted Public Distribution System and a network of buffer stocks managed by the Food Corporation of India, established in 1965 as the central procurement and storage agency for food grains. The National Food Security Act of 2013 placed the entitlement to food security on a statutory footing, covering up to 75 percent of rural and 50 percent of urban population, totalling approximately 800 million people, for subsidised receipt of 5 kilograms per person per month of rice, wheat, or coarse cereals at highly subsidised prices. The Pradhan Mantri Garib Kalyan Anna Yojana extended free food grain distribution to NFSA beneficiaries during the COVID-19 pandemic and was subsequently merged into the NFSA from January 2023, making 5 kilograms per person per month of free food grain the universal entitlement for covered beneficiaries. The Antyodaya Anna Yojana covers the poorest of the poor households with 35 kilograms per household per month.
Agricultural Challenges and Contemporary Issues
Indian agriculture confronts a cluster of structural, ecological, and policy challenges that limit its ability to provide sustainable livelihoods, ensure food security, and compete in global markets. Agrarian distress manifested in farmer suicides, particularly in cotton-growing Maharashtra, Vidarbha, Telangana, and Karnataka, and in sugarcane-growing Uttar Pradesh, reflects the combination of indebtedness, volatile output prices, rising input costs, inadequate irrigation, crop failure due to weather extremes, and poor access to formal credit that exposes small farmers to catastrophic risk. The Kisan Credit Card scheme attempts to provide formal short-term agricultural credit at subsidised interest rates but its reach to the most vulnerable remains incomplete.
Soil health degradation is a pervasive problem affecting productivity across the country. Excessive and unbalanced use of chemical fertilisers, particularly urea which is heavily subsidised and therefore overused relative to phosphatic and potassic fertilisers, has caused widespread acidification of soils in the north Indian plains and nutrient imbalances. Waterlogging and salinisation affect millions of hectares in the canal command areas of Punjab, Haryana, and western Uttar Pradesh. The Soil Health Card scheme aims to provide every farmer with a card specifying soil nutrient status and fertiliser recommendations for their specific plot. The NITI Aayog and several scientific bodies have recommended a shift toward organic and natural farming as part of long-term soil health restoration, with the Zero Budget Natural Farming promoted by Subhash Palekar being a notable example adopted as policy in Andhra Pradesh.
Climate change poses a serious challenge to Indian agriculture. Rising mean temperatures are compressing the growing season for wheat in north India and reducing grain filling duration. More frequent and intense heat waves during the critical flowering stage reduce grain yields. Changes in the timing and distribution of monsoon rainfall are increasing intra-seasonal variability, with more intense wet spells interspersed with longer dry spells within the monsoon season. Glacier retreat threatens the long-term perennial nature of Himalayan rivers that supply irrigation canals during the lean season. The development and dissemination of climate-resilient crop varieties including drought-tolerant, flood-tolerant, heat-tolerant, and short-duration varieties is a priority of the Indian Council of Agricultural Research. The Pradhan Mantri Fasal Bima Yojana is the flagship crop insurance scheme providing financial protection against crop losses from natural calamities, pests, and diseases.
